the Children has been working In Tanzania for more than 26 years. We’re
working with government, local organizations and other International
agencies to reduce child malnutrition and to provide healthcare, shelter
and food for vulnerable children. We work towards protecting children
from exploitation and abuse through effective and adequately resourced
district level child protection mechanisms. We’re helping children and
young people to protect their rights by giving them a say In things that
affect them.
Save
the Children in Tanzania Is looking for enthusiastic, motivated, high
caliber and result oriented Individual with strong commitment to
promotion of children’s rights and protection to fill the open vacancy
replacing the last post holder leaving due to Internal promotion to an expat Job to other CountryProgramme.
Job Purpose:
The
post holder Is a Senior Management Team member and contributes to the
overall strategic development and Implementation of the country programme.
The post holder leads the department responsible for human resource
management and human resource development, administration,
IT/Communication, and Child safeguarding function and the facilitation
of legal matters In liaison with the Country Director and other senior
managers.
The
primary purpose of the Human Resources and Administration Manager Is to
ensure the establishment and delivery of effective human resource
management systems, administrative functions and Information technology
arrangements across the country programme.
This
will be achieved by the development of appropriate policies and
procedures, backed up by the Implementation of systems to ensure
adherence with best practice and compliance with organizational
standards.
Duties & Responsibilities
• Provide leadership, technical advice and support to Human Resources and administration team.
Support
country to maintain and put in place appropriate employment policies
and procedures to recruit staff and ensure that new employees receive
proper Instructions regarding their duties and terms of employment
•
Train and support line managers to co-ordinate the performance
management process and all related functions Including staff appraisal,
training, planning and Implementation and Incentive schemes.
•
Design and Initiate succession plans that ensure the continuous
availability of internal candidates, to fill vacancies within the
supervisory and management grades.
In
liaison with the Country Director and line managers, Identify and
Implement staff development programs, promotions and career progression.
Manage Industrial and employment relation matters and offer training,
advice and general guidance to managers and supervisors on labor laws
and related market practices so as to ensure a harmonious work
environment Oversee and coordinate all HR and Admin activities Including
the welfare and disciplinary matters across the country
Design mechanisms for handling staff grievances In a prompt, conscientious manner while paying attention to the country programme needs and policies.

Continually review pay and reward systems that are In place within
available funding so as to ensure that the employee’s are fairly
compensated, retained and motivated.
Provide direction, leadership, capacity building and coaching Interventions to members of the Country Program management team.
Design
and conduct organizational development strategies that support change
management In line with Save the Children strategic guidelines

Identify cost effective areas and drive process changes through
effective communication and enforcement of new ways of working.
• Ensure that at all programme locations appropriate administrative procedures are In place and adhered to
•
In close coordination with the Country Director and the organization’s
legal Adviser, manage personnel-related and administrative legal matters
arising.
Ensure conformity of policies, procedures and contractual agreements with local legislation.
In
close coordination with the Country Director and other Director’s
Group, ensure compliance with all necessary arrangements for the legal
existence and minimum operation standards of Save the Children. This
includes registration and operational agreements, and Involves periodic
reporting,
audit and other processes. .
Facilitate
all administrative requirements for internationally appointed staff,
with timely attention to Issues regarding work permits, residence
permits entry and exit visas, driving licenses, authentication of
documents, and others.
Strong experience in working and representation with Government
Authorities
Strong
experience In several administrative function Including contracts
management, Insurance management, budget management, stores management
and office operations management.
Required Qualification and Experience
1. Postgraduate degree In Human Resource Management,
Industrial/Organizational
Psychology, Business Administration with a major in Human Resource
management or a related discipline, preferably within an NGO setting
2.
Must be computer literate, with proficiency In MS Word, MS Excel,
Power-point and other programs. Experience In statistical packages like SPSS, EPI Info, STATA, etc Is added advantage.
3. Strong experience and familiar with Government systems and procedures
4. Strong experience in contract management and MoUs with high level of negotiations skills.
5. Demonstrated Performance Management and monitoring skills
6. Knowledge of labor laws and employment legislations
7. Strong communication and listening skills
8. Strong Interpersonal and relationship building skills
9. Flexible and adaptable with the ability to produce creative solutions to HR and Administration problems
10. Strong Industrial and employee relations skills
11. Training planning / management skills
12. Strong leadership skills with ability to provide Innovative solutions to problems
13.
Proven ability to plan, organize and prioritize work, together with the
ability to remain calm under pressure often In difficult circumstances
and not lose sight of strategic priorities.
14. Ability to meet targets within specified timeframes.
15.
Willingness to travel within the country programme areas. Requires
cross cultural experience, understanding and sensitivity.
16. At least 7 years’ experience In Human Resource and Administration Management, three of which must be at leadership level.
